How to diagnose it
Command the valve and listen
Use bidirectional control to open and close the vent valve while listening at the canister. A working valve clicks audibly on each command.
Check supply and ground at the valve connector
With the vehicle safely supported, unplug the valve and confirm the module supplies voltage on command and that the ground is sound. Inspect the pins for corrosion.

Measure the valve coil resistance
Compare the coil resistance against the specification. An open or shorted coil condemns the valve even if it appeared to click.
